Freedm generally refers t the ability t act, speak, think, r live withut unreasnable limitatin, yet its definitin and ranges are ften debated. The 20th-century philspher Isaiah Berlin distinguished between “negative freedm” and “psitive freedm”. Let’s take Steve fr example, wh is sitting with a glass f wine in frnt f him. N ne is hlding a gun t his head, telling him t drink. He is free t d as he pleases. But Steve is an alchlic. He knws it’s bad fr him, but he can’t help himself. He stretches ut his trembling hand and lifts the glass t his lips. Tw very different kinds f freedm are at play here.
We ften think f freedm as the absence f external restrictin: yu are free s lng as there is nthing preventing yu frm ding what yu want. This is what Berlin calls “negative freedm”; it is negative in that it is defined by what is absent — any frm f limit r utside disturbance. In this sense Steve, the drinker, is cmpletely free. But Steve can’t help himself. He is frced t drink, even thugh he knws his interests wuld be better served by nt ding s. He is nt fully in cntrl f himself and his frtune is nt fully in his wn hands. T the extent that he is driven t drink, he has n chice and is nt free.
While negative freedm is freedm frm external interference (干涉), psitive freedm is usually described as freedm t achieve certain ends; as a frm f empwerment that allws an individual t realize his r her ptential, t achieve a particular visin f self-realizatin and t reach a state f self-mastery.
T return t Steve: the part f him that prperly understands his best interests is assumed t be the higher, mre reasnable self. If he is incapable himself f encuraging this part t succeed, perhaps he needs sme utside help — frm peple wh are wiser than he and better able t see hw he shuld act.
32.Why des the authr mentin Steve’s stry in paragraph 1?
A.T criticize alchlics fr lacking self-discipline.
      B.T clarify Berlin’s understanding f persnal interests.
C.T shw cexistence f tw different srts f freedm.
D.T argue the necessity f external restrictins fr freedm.
33.What des the underlined phrase “external restrictin” in paragraph 2 mean?
      A.Interests f ne’s wn.B.Persnal preference.
      C.Limits frm utside frces.D.A state f self-cntrl.
34.What is “psitive freedm” in Berlin’s philsphy?
A.Freedm withut any limitatins.B.Freedm t ignre persnal interests.
      C.Freedm t behave withut thinking.D.Freedm t act in line with ne’s reasn.
35.Hw culd Steve pssibly achieve psitive freedm accrding t the last paragraph?
A.By asking fr utside guidance.B.By understanding his interests better.
C.By setting higher standards fr himself.D.By getting mre reasn t cntrl himself.
