Throughout the ages, man has tried to create beauty through painting and other artistic expressions. It seems to be a basic need for humans to surround themselves with art. However, some people feel that government money spent on art is wasted, particularly when there are so many other demands on it.
It can be wrong for governments to spend large sums of money on art. Too often, governments spend unwisely. They spend money on art not because a picture is good or a museum is needed, but for political reasons. Cities end up with huge statues or empty expensive buildings that are used only by a few people. Another point is that the artworks are often chosen to represent social or political rather than artistic ideas. A third point is that governments often respond to fashions, and tastes in art can change very rapidly. Without careful advice an expensive collection of worthless paintings or tasteless productions can be the result.
However, it would be wrong to say that governments should not spend any money at all on art. Painters, musicians and composers cannot survive without support in finance. Rich people or large companies provide money for art, but often this art is not available for ordinary people. Governments have a duty to make art available for everyone. However, the most important reason why governments should support the arts is that an appreciation of art is one of the things that make life worthwhile.
Although people do need to be provided with the necessary things of life, governments also have a duty to provide their citizens with something more. I firmly believe that spending money on art is an important part of a government's responsibility.
50. The passage mainly argues that ________.
A.art is very important to people
B. governments shouldn't spend any money on art
C. it is a waste for governments to spend money on art
D. whether governments should spend money on art
51. Which of the following statements is NOT a reason why governments spend money unwisely on art?
A.Art is necessary for the life of people.
B. The chosen artworks are often not based on artistic ideas.
C. Governments often respond to fashions.
D. Art sometimes serves as political tools.
52. In the author's opinion, one of the functions of art is that ________.
A.it makes governments united
B. it makes people's life worthwhile
C. the trade of it can bring people great value
D. it makes governments fashionable
53. The underlined word “finance” in Paragraph 3 can be replaced by “________”.

head for ...“朝……
36.A 根据第四段第三句中的“... he never crosses the street ...”
38.B 根据上文中的“... the light would turn red ...” mark“标志”; warn“警告”; sign“符号”。

D 51. A 52. B 53.B
文章属于议论文,作者在第一段便提出了文章要讨论的问题,即“some people feel that government money spent on art is wasted, particularly when there are so many other demands on it”,接着在第二段和第三段说明了政府过多的投入和不投入资金的做法都是不正确的,故D项为正确答案。
从“They spend money on art ... but for political reasons; Another point ...; A third point ...”
根据第三段中的“However, the most important reason why governments should support the arts is that an appreciation of art is one of the things that make life worthwhile.”
