    set up: “建立,创立(公司、机构、系统、工作方式等)”,常于机构或者组织的名词连用。

    本句中was set up是一般过去时的被动语态结构。被动语态结构表示主语是动作的承受着。一般过去时的被动语态结构的基本结构是“was/were+及物动词的过去分词。
