Do you know when and how the International Committee of the Red Cross (ICRC) started?
In 1859, during the war time, a Swiss man named Henry Dunant passed a town in Italy where many soldiers had been wounded. Dunant thought they should be cared for. Most people would say that charity is always good, but not everyone would say so. Some argue that charity is sometimes carried out badly or not as well as it should be. Is that true?
Some believe that charities often focus on symptoms (症状) rather than causes. The charity helps receivers with their problems, but it doesn't do much to deal with the causes of those problems.
But in fact, a lot of charity work is being done to deal with the main causes of problems, for example, trying to reduce global poverty (贫穷), or doing research into diseases like cancer (癌症). Fighting against cancer is mostly a scientific problem, while global poverty needs more than a scientific operation, or finding a better way to manage world resources.
Some also say that charity may not offer the best solution to a problem. Charitable giving may not be the quickest way. Indeed charitable giving may even distract some people from finding the best solution. If that is so, the effort of charity might be better carried out by asking governments to make some changes. However, that may mean millions of people will starve(饿死) in the short term, though it helps save many more people in the long term. And for most of the needy, a bird in the hand really is a lot better than two birds in the bush.
