T keep newspaper subscriptins cheap and accessible, the Pstal Service charged high prices fr letter pstage—as much as a full-day’s wages. In 1863, the Pstal Service began t experiment with hme delivery, instead f just carrying letters frm pst ffice t pst ffice. By the dawn f the 20th century, even remte farmers’ letters were drpped int their mailbxes. Since then, hme delivery has becme a “universal public service(UPS)”that every American deserves t receive at a lw price.
