    Students in Washingtn, D. C. , will return t classrms this mnth t begin a new schl year. But at least five percent f their teachers will nt return with them. Last mnth, the District f Clumbia public schls tld tw hundred six teachers that they are nt gd enugh t stay.
    The schl system dismissed seventy-five teachers last year. It was the first year f a new teacher rating system. Experts say such large numbers f dismissals are rare in American schls. But in Washingtn the rating system is nt gverned by the labr cntract (劳务合同) with teachers unin. S schl fficials have mre freedm. The system is called IMPACT. Teachers are bserved in the classrms five times a year fr at least thirty minutes each time. They are als judged by student test scres.
    Emily Chen, a plicy directr, says the Natinal Cuncil supprts the IMPACT system She says, “This is an evaluatin methd that is finally able t find wh is highly effective and wh is ineffective.” Michelle Rhee created the IMPACT system. She gained natinal attentin fr her aggressive refrm effrts when she led the trubled schl system in the natin’s capital.
    Sme Washingtn teachers say their rating depend t heavily n test scres. Fr sme teachers, half f their rating is based n hw well their students d. But Emily Chen says test scres are imprtant. “Testing is prbably ne f the-it’s the mst bjective data that we have n teacher perfrmance. S it’s nt just lking at student test perfrmance, it is using ther surces f data.”
    Almst sixty percent f the teachers wh were rated “minimally effective” last year stayed in the schl system and imprved. Schl fficials say these teachers received help t becme better.
