    “星光中国芯工程”总指挥邓中翰院士、上汽集团董事长陈虹、广汽集团董事长曾庆洪等专家和企业家都作为两会代表提出了有关集成电路以及相关产业的建言。
    一、政协委员建言:集成电路政策、企业风险保障、芯片IP均有涉及
    据报道,“星光中国芯工程”总指挥邓中翰院士、中央党校(国家行政学院)马克思主义学院院长张占斌、原中国保监会副主席周延礼、网易公司首席执行官丁磊等全国政协委员都提出了集成电路相关的两会建言。
    这些政协委员的建议包括扩大国家集成电路产业投资基金规模、提高更有力度的政策措施、增强基础设施综合保障能力、提高科技企业的风险保障和建立全国IP平台等。
    二、人大代表建言:汽车芯片成重点,民营企业要参与化合物半导体产业
    全国人大代表方面,致公党上海市委专职副主委邵志清、上汽集团董事长陈虹、广汽集团董事长曾庆洪、海特集团董事长李飚、小康集团创始人张兴海、长城汽车总裁王凤英等都提出了集成电路产业相关建议。
    其中,汽车芯片多次出现,陈虹、曾庆洪、张兴海、王凤英等全国人大代表都提出了自己的建议,包括建立车规级芯片标准和评价体系、建立汽车芯片主管部门和优先解决短缺问题等。
