      China n Wednesday submitted a psitin paper n strengthening the ethical gvernance (伦理治理) f artificial intelligence (AI) t the 2022 Meeting f the High Cntracting Parties t the Cnventin n Certain Cnventinal Weapns held in Geneva.
      Li Sng, China’s ambassadr fr disarmament (裁军) affairs, tld the participants that China finds it imprtant t enhance the understanding f all cuntries n AI ethics and t ensure that AI is safe, reliable, cntrllable and capable f better empwering glbal sustainable develpment and enhancing the cmmn well-being f all mankind.
      “As the mst representative disruptive technlgy, AI, while prviding enrmus ptential develpment benefits t human sciety, has als brught uncertainty that may give rise t multiple glbal challenges and even fundamental ethical cncerns,” Li said.
      The psitin paper China submitted n Wednesday suggests that gvernments shuld give pririty t ethics, establish and imprve rules, nrms and accuntability mechanisms fr AI ethics, clarify respnsibilities and pwer bundaries f AI-related entities, fully respect and prtect the legitimate rights and interests f all grups, and respnd t relevant ethical cncerns at hme and abrad in a timely manner.

      A new study led by Chinese researchers has shed light n Antarctic amplificatin, a lng-debated phenmenn in climate science. Published recently in the famus jurnal Gephysical Research Letters, the study nt nly cnfirms that Antarctic amplificatin will happen in the future but als uncvers its physical mechanism in detail.
      Plar amplificatin refers t the fact that warming caused by human activities is mre intense in plar areas than the glbal average.       With these pwerful data surces, the team successfully detected a cntinent-wide warming signal acrss Antarctica fr the first time. The study shws that under the 2 degrees Celsius warming scenari (情景) set by the Paris Agreement, Antarctica will experience bvius warming. Its verall warming level will be 1.4 times higher than the average f the Suthern Hemisphere.
      Ding Minghu, head f the related institute at CAMS, explained the key mechanism. He said that the raring westerlies (西风带) in the Suthern Hemisphere act as a “barrier”, islating Antarctica frm ther regins. As a result, human activities influence Antarctica mainly by warming the sea surface, which then transfers heat t the cntinent. This is why Antarctic warming is slwer than that in ther parts f the wrld.
