The Paris climate agreement finalised in December last year heralded a new era fr climate actin. Fr the first time, the wrld’s natins agreed t keep glbal warming well belw2℃.
This is vital fr climate-vulnerable natins. Fewer than 4% f cuntries are respnsible fr mre than half f the wrld’s greenhuse gas emissins. In a study published in Nature Scientific Reprts, we reveal just hw deep this injustice runs.
Develped natins such as Australia, the United States, Canada, and Eurpean cuntries are essentially climate “free-riders”: causing the majrity f the prblems thrugh high greenhuse gas emissins, while incurring few f the csts such as climate change’s impact n fd and water. In ther wrds, a few cuntries are benefiting enrmusly frm the cnsumptin f fssil fuels, while at the same time cntributing disprprtinately t the glbal burden f climate change.
On the flip side, there are many “frced riders”, wh are suffering frm the climate change impacts despite having scarcely cntributed t the prblem. Many f the wrld’s mst climate-vulnerable cuntries, the majrity f which are African f small island states, prduce a very small quantity f emissins. This is much like a nn-smker getting cancer frm secnd-hand smke, while the heavy smker is frtunate enugh t smke in gd health.
The Paris agreement has been widely hailed as a psitive step frward in addressing climate change fr all, althugh the details n addressing “climate justice” can be best described as sketchy.
The gal f keeping glbal temperature rise “well belw”2℃ is cmmendable but the emissins-reductin pledges submitted by cuntries leading up t the Pairs talks are very unlikely t deliver n this.
Mre than $100 billin in funding has been put n the table fr supprting develping natins t reduce emissins. Hwever, the agreement specifies that there is n frmal distinctin between develped and develping natins in their respnsibility t cut emissins, effectively ignring histrical emissins. There is als very little detail n wh will prvide the funds r, imprtantly, wh is respnsible fr their prvisin. Securing these funds, and establishing wh is respnsible fr raising them will als be vital fr the future f climate-vulnerable cuntries.
The mst climate-vulnerable cuntries in the wrld have cntributed very little t creating the glbal disease frm which they nw suffer the mst. There must urgently be a meaningful mbilisatin f the plices utlined in the agreement if we are t achieve natinal emissin reductins while helping the mst vulnerable cuntries adapt t climate change.
And it is clearly up t the current generatin f leaders frm high-emitting natins t decide whether they want t be remembered as climate change tyrants r pineers.
56. The authr is critical f the Paris climate agreement because__________.
A. it is unfair t thse climate-vulnerable natins
B. it aims t keep temperature rise belw 2℃ nly
C. it is beneficial t nly fewer than 4% f cuntries
D. it burdens develped cuntries with the sle respnsibility.
57. Why des the authr cmpare the “frced riders” t secnd-hand smkers?
A. They have little respnsibility fr public health prblems.
B. They are vulnerable t unhealthy envirnmental cnditins.
C. They have t bear cnsequences they are nt respnsible fr.
D. They are unaware f the ptential risks they are cnfrnting.
58. What des the authr say abut the $100 billin funding?
A. It will mtivate all natins t reduce carbn emissins.
B. There is n final agreement n where it will cme frm.
C. There is n clarificatin f hw the mney will be spent.
D. It will effectively reduce greenhuse emissins wrldwide.
59. What urgent actin must be taken t realize the Paris climate agreement?
A. Encuraging high-emitting natins t take the initiative.
B. Calling n all the natins cncerned t make jint effrts.
C. Pushing the current wrld leaders t cme t a cnsensus.
D. Putting in effect the plicies in the agreement at nce.

The legend f the ptential third runway at Heathrw, Britain’s largest airprt, has been called the lngest take-ff in histry. A cmmissin in 1993 recmmended expansin, and the gvernment first favred the plan in 2003. But it was nt until 2018 that the transprt secretary finally gave the prject the g ahead. A curt f Appeal ruling in February 2020 that the runway was nt cmpatible with Britain’s bligatins under the Paris climate agreement f 2015 appeared t have finally spiled the plans. But n December 16h the Supreme Curt verturned that judgment and nce mre green-lit the prject.
The initial Curt f Appeal judgment fund that the gvernment’s decisin t allw the expansin t g ahead was unlawful because Chris Grayling, then transprt secretary, had failed t take the Paris agreement int accunt. While that was a blw t Heathrw, it helped get Bris Jhnsn’s gvernment ut f truble. Mr. Jhnsn, whse wn cnstituency (选民) is near the airprt, has been a fierce critic f the expansin plans, famusly pledging t prtesters that he wuld “lie dwn with yu in frnt f thse bulldzers (推土机) and ... stp the cnstructin.” The gvernment chse nt t appeal, but Heathrw did; and the Supreme Curt decided that the gvernment had taken Paris int accunt, and the Curt f Appeal was therefre wrng.
Even s, the expansin may nt g ahead. While the airline industry has lng champined a third runway, much has changed since February 2020. British Airways, Heathrw’s largest custmer, has becme skeptical abut the plans. Earlier this year Willie Walsh, the chief executive f BA’s parent cmpany, argued that “it was a Herculean task (艰巨的任务) befre COVID and I think it’s impssible nw”. Althugh air travel will almst certainly rebund as scial-distancing restrictins are eased in 2021, the industry is nt expecting a quick recvery. The Internatinal Air Travel Assciatin, a lbby grup, expects that glbal spending n air travel will be abut half f 2019 levels in 2021. Shrt-haul flights frm Britain are expected t rise sharply as the vaccine is rlled ut and cnsumers dash ff t sunnier climes, but the utlk fr lnger-haul flights remains highly uncertain.
Analysts reckn the big unknwn is the future f business travel. Firms that have grwn accustmed t Zm meetings may well be less keen t splash ut n high-priced tickets frm Lndn t New Yrk. Althugh business flyers accunt fr nly arund 10% f transatlantic custmer they pay ten t 12 times as much per ticket as ecnmy passengers. A substantial fall in their numbers wuld mean large rises in ticket prices fr the rest which in turn wuld dent demand. If lng-haul flight vlumes remain depressed, then the business case fr a third runway at Heathrw starts t lk rpy. Bris Jhnsn is unlikely t have t prstrate (卧倒) himself in frnt f thse bulldzers sn, if ever.
63. Accrding t the passage, which f the fllwing statements is true abut the ptential third runway at Heathrw?
A. It didn’t get supprt frm the gvernment in 2003.
B. It failed t meet the Paris climate agreement f 2015.

A. The airline industry is expected t recver sn after the vaccine is ppularized.
B. Zm meetings make pssible mre frequent high-priced business travels acrss the Atlantic Ocean.
C. Business flyers have a limited influence n the sales and prices f air tickets.
D. Heathrw is allwed t build a third runway, but may n lnger need ne.
