Fr the arts “t mean mre, t mre peple,” as Arts Cuncil England (ACE) argues that they shuld, wuld be excellent. Music, drama, dance, visual arts, petry and literature are amng the mst precius human achievements. T live in a cuntry in which these are mre widely shared and enjyed wuld be prf that we are making prgress. The pint is nt t entertain r educate peple, r bring cmmunities tgether. Nr is it all abut bsting jbs and investment. Imaginatin has intrinsic (内在的) value, and research carried ut by ACE in the curse f preparing its 10-year strategy shwed that peple frm all walks f life value and get pleasure frm cultural activities.
Psitining itself as a develpment agency, ACE will nw hpe t win gvernment backing fr a change f directin that rients it away frm the biggest and mst prestigius natinal institutins and twards the twns, villages and grassrts rganizatins that shuld be similarly deserving f attentin. There, it envisins a rle fr itself “building the identity and prsperity f places,” bringing prfessinal artists tgether with vluntary grups, particular in areas that have previusly nt been well represented n the cultural map.
ACE’s chair, Sir Nichlas Serta, qutes the first wrld war centenary (百年纪念) prject devised by the artist, Jeremy Deller, and theatre directr, Rufus Nrris, as the mdel f what he wants his rganizatin t be abut. By dressing up vlunteers as sldiers, and rchestrating their encunters with members f the public in settings acrss England, the artists succeeded in “disslving the barriers between artists and audiences.”
The emphasis n participatin — n culture as smething that mre peple shuld actually d — is newer. This is the difference between being in a play r a band and buying tickets t watch them, and fr ACE t play a mre active rle in prmting the frmer wuld be beneficial. This begins in childhd, and ACE clearly hpes that the gvernment will think again abut plicies that have seen music, drama and ther arts subjects systematically dwngraded in favur f science, technlgy and maths.
T what extent the visin is realized will depend in part n whether ACE’s ambitins catch the gvernment’s interest sufficiently t influence the upcming spending review, and prvide a cunterweight t the scrn (轻视) that is regularly pured n the humanities. Arund £400m has been cut frm lcal gvernment arts budgets since 2010, and ACE cannt plug this gap. The clsure f yuth clubs and live music venues, and grwing financial pressures linked t the prperty market, are amng ther reasns fr this wrrisme narrwing f pprtunities. S far Bris Jhnsn has ffered few signs that he has in mind a starring rle fr the arts in pst-Brexit Britain, althugh 2022’s Festival f Brexit is ne such event. ACE’s plan shuld bst the prfile f all thse, in gvernment and utside, wh are arguing fr mre.
12.The purpse f making arts available t mre peple is t __________.
A.enlighten peple frm all walks f lifeB.cnslidate varius cmmunities
C.create jb pprtunities fr artistsD.maximize the natural value f art
13.Accrding t the passage, ACE is mst likely t prmte the arts f ___________.
A.natinal institutinsB.cmmercial centers
C.lcal gvernmentsD.twns and villages
14.Which f the fllwing statements wuld Sir Nichlas Serta mst prbably agree with?
A.Audiences with little educatin can als gain pleasure frm cultural activities.
B.Artists and audiences can create and enjy the arts tgether withut barriers.
C.The sldiers and vlunteers shuld vividly shw scenes abut the First Wrld War.
D.Science, technlgy and maths are mre imprtant than humanities and arts nwadays.
15.What can be inferred frm the last paragraph?
A.Fr the arts t get revitalized mre extensive effrts are needed.
B.The current British gvernment has dne enugh t prmte arts.
C.ACE shuld narrw the financial gap left by the lcal gvernment.
D.Many perfrming venues have clsed due t the rising prperty market.
